A CCD camera 16 photographs a state around a visually handicapped person at a terminal at the side of the visually handicapped person, a telephone transmission reception section 11 transmits the photographed image, a video telephone set 21 at a terminal at the side of a guidance person receives the image sent by the terminal at the side of the visually handicapped person via a telephone line terminal 20 and a TV 23 displays the image. The guidance person uses a telephone set 22 to utter a voice to guide the visually handicapped person 1 while referencing the image and delivers the voice to an earphone 15 of the terminal at the side of the visually handicapped person.
