The system is provided with a communication section 38 which receives communication data transmitted from the transmitter on the road, a navigation process section 17, a collection unit 42 which collects the communication data and converts it into test data, a synchronous signal generating/ processing means 91 which generates a synchronous signal while accompanying the conversion into the test data, a reproducing/processing means which converts the test data into the communication data and reproduces the communication data, and a communication data transmitting/processing means 92 which transmits the reproduced communication data to the navigation process section 17 at a transmission timing. The reproduced communication data is transmitted to the navigation process section 17 at the transmission timing established on the basis of the synchronous signal, and therefore the timing when the communication data and the reproduced communication data are transmitted to the navigation process section 17 can coincide with each other.
