PROBLEM TO BE SOLVED: To present an accurate size or an accurate arrival time of a tsunami or an earthquake in an area distant from the earthquake center.SOLUTION: A data analyzer 110 receives earthquake prediction data 11, and calculates the area A, the time T, and size S of a tsunami as tsunami forecast data 113 with reference to a tsunami database 111 based on the earthquake prediction data 11. On the basis of the tsunami forecast data 113, a processing notification device 114 determines a target contact destination 4 with reference to a notification destination database 115.
