This system selects the parameters to be the causes of the problems from the parameter management database, calculates the similarity in occurring the problems between the new project an the developed projects using the parameters in the project feature management database and similar projects are selected, takes out evaluation values of the problem and the processes and the tools corresponding to the evaluation values from the process management database, and displays them along with the similar projects selected on the user terminal.
