Abstract:

To distribute a right to use by allowing the transfer of the right to use of the content between users.

A device for controlling information on the right to use has a function of receiving the information on the right to use from a device for issuing the right to use, and storing the information, a function of receiving a content transmission request from a user terminal unit, determining whether or not the transmission request is correct based on the stored information on the right to use, and instructing the distribution of the content to a content distribution unit if the transmission request is determined as correct, and a function of receiving the transfer request of the right to use from the user terminal unit and changing the information on the right to user stored based on this request.
