A tension giving mechanism 65 for giving the predetermined tension to a tape 40 is provided in the middle of a conveying passage 48. The tension giving mechanism 65 comprises a suction box 68, an evacuation device 72 for sucking and evacuating air in the suction box 68, and a dancer roller 75 which bends a tape portion 40A between guide rollers 73, 74 in a U-shape, hangs it in the suction box 68, and gives the predetermined tension to the U-shaped tape portion 40A. A shaft part of the dancer roller 75 is supported in a vertically movable manner by a guide groove 80 provided on an inner wall of the suction box 68.
