PROBLEM TO BE SOLVED: To reduce the cost of a winding process by increasing the speed of winding tapes around a wire and provide a device with a simple structure by facilitating installation of a tape cutter in finishing the winding of the tape, a sensor for detecting the perfection/imperfection of the winding of the tape, and a member for suppressing the deflection and deformation of the wire. SOLUTION: The wire is fixedly stretched between wire clamp parts 35, 40. The tapes 20, 21 installed in tape holders 22 are fitted around the outer circumference of the wire W. The wire W is rotated by rotation drive parts 39, 41. This device is so constituted that the tapes 20, 21 are wound around the wire by moving a base part 13 along the wire W.
