A tape winding device includes a tape wound flyer 3 formed into a disc fixed to one end of a hollow shaft 8 for inserting and moving a core 1 and having a cutout portion 32 in a portion of the peripheral edge thereof and a winding roll 73 protruded at another portion, a tape pad 21 coaxially held on the tape wound flyer 3 via a slip brake 5, a dancer disc 6 provided on the tape wound flyer 3 in a coaxiaily rotatable manner and having a dancer roller 71 protruded at the peripheral edge thereof, a hollow shaft 9 provided in parallel to the hollow shaft 8, containing a slip clutch 10 and a driving source 11 operatively connected to the dancer disc 6 and transmitted so as to rotate the tape wound flyer 3 and the dancer disc 6 at the same speed in the same direction when the driving source 11 is at rest and the slip clutch 10 is fixed at a zero slipping factor, and a potentiometer 12 provided in the hollow shaft 9 for detecting a relative rotating angle to the tape wound flyer 3 and the dancer disc 6 so that the driving source 11 may be controlled, accordingly.
