PURPOSE: To designate an incoming call receiver, and a collect call, by providing a magnetic card, a card type public telephone set, an incoming call receiver collating data base, an exchange controlling central processor unit, and the memory means of a bit of charge information.

CONSTITUTION: The card type public telephone set 11 reads required codes regarding the designation of the incoming call receiver, and the collect call from the magnetic card 13, and transmits them to an exchange 15. The exchange 15, when receiving the codes, and selection numbers regarding the designation of the incoming call receiver, and the collect call transmitted from the telephone set 11, collates those received information with data recorded in the incoming call receiver collating data base 16, by the control of the central processor unit 14, and judges whether it is possible to apply a service. When it is possible to apply the service, the exchange controlling central processor unit 14 sets a speech path between the telephone set 11, and the telephone set 12 of a designated incoming call receiver, according to an approriate procedure, by controlling the exchange 15. Also, the bit of charging information regarding the call, is recorded in a charging information recording magnet table 17 as the collect call.
