Upon the receipt of a first call request from a telephone terminal 200 via a network, a request processing section 120 references a message information storage section 140 to generate a message, and transmits the generated message to the telephone terminal 200 being a call request source. The request processing section 120 awaits its processing until a reply from the telephone terminal 200 comes, and executes telephone relay processing of the telephone terminal 200 and a telephone terminal 210 in a stage of receiving the call re-request from the telephone terminal 200. The request processing section 120 uses information included in the call request from the telephone terminal 200 and information included in a speech state information storage section 150 when generating the message.
