The television broadcast receiver performing first processing for receiving a broadcast signal associated with the television broadcast, generating first video information as video information based upon the broadcast signal, and outputting it to a predetermined video display device includes a radio reception unit which receives information for radio transmission ("radio information") from a transmitter generating the radio information according to information input by an accessing person, a limiting unit which stops the execution of the first processing when predetermined conditions are met, a determination unit performing authentication processing using the radio information to determine whether the accessing person is an administrator, and a change unit changing the conditions according to the contents of the radio information only when the determination unit judges that the accessing person is an administrator.
