PURPOSE: To attain the communication in which a high-order layer characteristic is matched by adding a high-order layer matching property to a setup message, sending the resulting message, comparing the a high-order layer characteristic identifier with a registered identifier and accepting a call only when they are matched.

CONSTITUTION: A terminal equipment 7 is connected to an ISD network 1 via a terminal attribute negotiation device 6, and when a terminal attribute is entered by a key, a control section 2 selects the terminal attribute and it is registered in a storage section 3 together with a code and a sub-address. Upon the receipt of a setup message from a terminal equipment 7, the control section 2 reads the terminal attribute corresponding to the sub-address from the storage section 3, edits the setup message again as a high-order layer characteristic identifier and sends the result to a network 1. Upon the receipt of a setup message from the network 1, the control section 2 reads the terminal attribute corresponding to the sub-address from the storage section 3, and compares it with the content of the high-order layer characteristic identifier. When they are matched, the setup message is sent to the terminal equipment 7, and then the communication is implemented in a transparent way. When unmatch, an interrupt message is sent.
