PURPOSE: To connect a terminal having both of private and general functions by indexing a terminal information table for call originating by a public line calling means and indexing that for call terminating by a public line call terminating means.

CONSTITUTION: When receiving a connection request from an AP (online information processing program) 2 to a terminal equipment 8, a public line call originating means 11 indexes a terminal information table 41 for call originating with a terminal ID number received from the AP to take out a terminal call number and a terminal definition flag and rejects the connection in the case of the terminal definition flag, whose value indicates the general function, but permits it in the case of the terminal definition flag, whose value indicates the private function, and registers a local line 5 in an AP connection table 9. When receiving a connection request from the terminal equipment 8 to the AP 2 (31), a public line call terminating means 12 performs the connection processing between the terminal equipment 8 and the local line 5 from which the call comes. A terminal information table 42 for call terminating is indexed with the received terminal ID number to take out the AP number and the terminal definition flag. Thus, the terminal provided with private and general functions is connected.
