A hard relay section 131 receives a hard relay packet as a relay node, refers to a route able T1 stored in a storage section 134, to determine the relay destination address of the received packet, and transmits the received hard relay packet to the determined relay destination address, thereby relaying a packet. Furthermore, the hard relay section 131 notifies a management section 143 of an error E1, where a record storing the destination address of the hard relay packet is not present in the route table T1. When the management section 143 is notified of the error E1 from the hard relay section 131, the management section reads the record storing the destination address of the hard relay packet received by the hard relay section 131 from a route table T2, and stores a destination address of the read record and the relay destination address in the route table T1.
