PROBLEM TO BE SOLVED: To provide a terminal device capable of making a plurality of RF tags associated with one object, and a program.SOLUTION: The terminal device 1 includes antennas 16 and 17 for performing the transmission and reception of radio waves with RF tags, and a CPU 11 that acquires the ID information of the RF tags based on the radio waves received by the antennas 16 and 17, acquires radio-wave intensity values of the radio waves received by the antennas 16 and 17 for each of the antennas 16 and 17, makes the acquired radio-wave intensity values associated with the detection time of the radio-wave intensity values and the ID information, and makes a radio wave intensity value transition table 132 of a storage part 13 store them for each of the antennas 16 and 17, discriminates whether or not there are a plurality of RF tags whose changes in the radio-wave intensity values for the passage of the detection time are the same or similar based on the storage content of the radio-wave intensity value transition table 132, and when it is discriminated that there are a plurality of RF tags whose changes in the radio-wave intensity values for the passage of the detection time is the same or similar, makes the plurality of RF tags associated with each other.
