PURPOSE: To allow a remote test equipment not to conduct a remote test when a maintenance personnel interrupts a subscriber line due to a local test or the like by providing a local test changeover means connecting a line connecting to a subscriber side to a measuring equipment and informing it to an exchange that the subscriber is busy to the system.

CONSTITUTION: In the case of testing a telephone line 8 by a subscriber side terminal equipment 4, a local test changeover means 42 operates a switch SW2 to connect the telephone line 8 to a measuring equipment 7, and when a line leading to a transmitter-receiver 41 is hooked off simulatingly, a fact that the line is busy is informed to an exchange 2 via a station side terminal equipment 3. In this case, since a remote test equipment 1 does not conduct the line test when the line is busy, the remote test is not conducted. Thus, in the case of executing the local test, the telephone contact to a central remote test station is not required and mis-recognition of the remote test due to mis-contact is avoided.
