A testing device 900 tests a communication control device 10, which functions as a route information managing device managing route information for transmitting and receiving communication data. The testing device 900 includes an output unit 904, which outputs data to the communication control device 10; a holding unit 950 which holds data to be output to the communication control device 10 and data which should be output from the communication control device 10 while making them correspond to each other; an input unit 906 which inputs the data which should be output from the communication control device 10; an inspection unit 908 which inspects whether the communication control device 10 is operating normally, and an update unit 952, which updates the data held by the holding unit 950 as a database is updated. The output unit 904 selects the data of record, updated by the update unit 952, of the data held by the holding unit 950 and outputs the data to the communication control device 10.
