This medicinal composition contains cGMP, PDEV inhibitor or its pharmaceutically permissible salt together with pharmaceutically permissible diluent or carrier for preparation. The composition comprises a compound of the formula [R1 is H, a 1-3C alkyl, a 1-3C perfluoroalkyl or the like; R2 is H, a (substituted) 1-6C alkyl or the like; R3 is a (substituted) 1-6C alkyl, a 1-6C perfluoroalky or the like; R4 is OH, NR5R6 (R5 and R6 are each H, a 1-4C alkyl or the like) or the like] or pharmaceutically permissible salt thereof. The preferable compound is [5-(2-ethoxy-5-morpholinoacetylphenyl)-1-methyl-3- n-propyl-1,6-dihydro-7H-pyrazolo[4,3-d]pyrimidin-7-one or the like.
