To provide a thermal insulating and deaerating sheet for waterproofing by coated films capable of realizing the reliability in preventing swell, improving the thermal insulating ability, and shortening the construction period.

This sheet for waterproofing by coated films is sequentially laminated with a resin net capable of forming an unadhesive portion at the interface between the resin net and an adhesive film starting from the side of a bare working surface; the adhesive film with a thickness of 0.5 to 5 mm; and a resin foam layer as thick as 3 to 60 mm having independent air bubble thereby forming an integrated laminous structure having the three layers by the adhesion of the adhesive film.
