An exhaust thermal generating system 10 comprises a plurality of thermal power generation modules 16 that generate an electromotive force by temperature difference between the high temperature side and the low temperature side, a high temperature side heat exchanger 12 contacting the high temperature sides of the plurality of thermal power generation modules 16, a low temperature side heat exchanger 14 so contacting the low temperature sides of the plurality of thermal power generation modules 16 as to sandwich the thermal power generation module 16 with the high temperature side heat exchanger 12, a disc spring 45 that applies a load for holding the plurality of thermal power generation modules 16 by sandwiching them between the high temperature side heat exchanger 12 and the low temperature side heat exchanger 14, and a load adjusting mechanism 50 capable of independently adjusting a holding load by the disc spring 45 for each of the plurality of thermal power generation modules 16.
