The thermal transfer ink ribbon 10 for deciding truth or falsehood is formed by sequentially arranging a heat fusible layer 3 and a heat fusible ink layer 4 on an upper surface of a sheet-like base material 1. The layer 4 contains fine particles 4 having a mean particle size of 2 to 10 μm and exposed on the surface. Meanwhile, a back coating layer 2 is arranged on a lower surface of the material 1. Then, the layer 3 is formed of an organic substance melting at a predetermined temperature, and the layer 4 contains an organic substance melting at another predetermined temperature and a coloring agent. This ribbon 10 is heated while being pressed from the layer 2 side by a thermal head, and hence transferred to a material to be transferred, thereby forming an image.
