To provide a thermal conductive sheet capable of having resistance to air inclusion when mounting for reduction in a thermal resistance difference by a load.SOLUTION: A thermal conductive sheet 1 has an arithmetic average roughness (Sa) of a surface of 5.0 μm or more, where a thermal resistance difference between thermal resistance of 1 kgf/cm2 in a thickness of 0.3 mm and thermal resistance of 5 kgf/cm2 in a thickness of 0.3 mm is less than 0.10°C cm2/W.SELECTED DRAWING: Figure 1
