One heat exchanging surface 13a of a thermoelectric converter 13 is in contact with the upper surface of a first heat exchanging member 11. A second heat exchanging member 14 is in contact with the other heat exchanging surface 13b of the thermoelectric converter 13. A flange 14a of the second heat exchanging member 14 is engaged with an engaging part 10a formed on a housing 10, so that the second heat exchanging member 14 is clamped by the thermoelectric converter 13 and the engaging part 10a formed on the housing 10. A recessed part 10b is formed in the engaging part 10a of the housing, and an elastic seal 15 is fitted in the recessed part 10b. The thermoelectric converter 13 is clamped by the engaging part 10a of the housing 10 and the first heat exchanging member 11, via the elastic seal 15 and the second heat exchanging member 14. Thereby only the stress due to the elastic force of the elastic seal 15 is applied to the thermoelectric converter 13, so that the damage of the thermoelectric converter 13 can be prevented.
