PURPOSE: To enhance the function of ticket issue, by shifting a roll part having a small remaining amount to a small amount remaining roll part storing section for paying out the roll part and as well by enabling a new roll to be set.

CONSTITUTION: There is provided a small remaining amount detecting means 6 for detecting the condition that the remaining amount of a rolled paper 4 becomes small, in order to take out a small amount remaining roll part 7 from a rolled paper carrier 5 and to shift the same to a small amount remaining roll part storing section 8 for paying out the rolled paper 7. During this step a new rolled paper 4 may be set. The leading end of the newly set rolled paper 4 is held between rollers 17, 26 for preventing the leading end of the rolled paper from slipping out from a paying-out path due to external force or vibration. Further, the leading end of the rolled paper is beforehand paid out to a predetermined position so that the time of treatment for sending out the leading end of the rolled paper is made short.
