In one pair of the upper and the lower links 3a, 3b constituting the parallel link mechanism 3, an eccentric shaft 24 integrally formed with a supporting shaft 13 for supporting the base end side of this lower side link 3b and a hydraulic cylinder 25 for turning the eccentric shaft 24 are provided, and an axial center O2 of the supporting shaft 13 is shifted to a swing table 2 side by turning the eccentric shaft 24 in a prescribed angle with a hydraulic cylinder 25.
