PURPOSE: To recover the timing clock of an NRZ signal without using a timing tank circuit by generating N sets of different timing signals having a N-fold period of an oscillating period and having a phase difference equal to its oscillating period and selecting a timing signal with high frequency of occurrence synchronizing with an edge signal.
CONSTITUTION: The oscillating period of an oscillation circuit 2 is equal to 1/8 of a bit interval of an NRZ signal S1 or nearly equal thereto, a counter 3-1 counts the output S2 in a timing generating circuit 3 and a decoder 3-2 outputs timing signals S6-S13 whose phase is deviated by a bit interval 1/8. To which of the outputs S6-S13 of the timing generating circuit 3 a code change point of the NRZ signal S1 corresponds is decided and a timing pulse S26 suitable for identification is outputted. The timing clock of the NRZ signal is recovered without using a timing tank circuit and used for the transmission of a low speed data.
