PURPOSE: To smoothly pull out a paper from a roll paper by turning a brake releasing plate and releasing the brake of a braking mechanism when a dancer arm is displaced downward.

CONSTITUTION: A paper loading shaft 50 is provided with the braking mechanism 52 and a paper rewinding motor 65 via a clutch 58. A dancer roller 70 is freely rotatably attached to the dancer arm 51. The dancer arm 51 is pressed upward by a coil spring 73. A first brake releasing plate 71 is fixed on an attaching shaft 51a of the dancer arm 51 and simultaneously, a second brake releasing plate 72 is freely turnably attached. The second brake releasing plate 72 is displaced between a brake releasing position and a braking position by an eccentric cam. The displacement angle of the dancer arm 51 is detected by an arm angle detecting sensor 75 and a rewinding motor 65 is controlled based on the detected displacement angle.
