CONSTITUTION: A fitting part 3 of a strip-shaped nonwoven fabric is folded at its central part, solid fertilizer 2 is housed in the folded portion, and the upper edge of the fitting part 3 is fixed to a net 1 by nails, etc., to form a covering material. The covering material is covered on a slope and fixed with nails 5 in such a way that the net 1 is set along the uneven surface of the slope. Soil mixed seeds is sprayed onto the covering material to form a soil base layer 4.
