PURPOSE: To provide a process cartridge which prevents toner from being scattered from a recovering cartridge and image-forming device.

CONSTITUTION: The process cartridge B is provided with an image carrier 7, a developing means 10 for supplying toner to the image carrier 7, a cleaning means 11 for removing and recovering residual toner on the image carrier 7, and a toner-solidifying means for solidifying the toner recovered in the cleaning means 11. Also, the image forming device is provided with an attaching means for attaching the process cartridge B, a toner discharging means for feeding the toner in a toner storage part 10a into the waste toner reservoir 11c of the cleaning means 11 via the image carrier 7, and a toner-processing control means for controlling the operation of the toner-solidifying means.
