PURPOSE: To conduct relay and broadcast communication of color image via a relaying station without color capability.
CONSTITUTION: A receiving part 40 storage the received protocol information in an instruction information storing part 41. A pointed station instruction deciding part 42 decides whether a relaying/broadcasting instruction and the color capability instruction information are included in the instruction information stored in the part 41. If included, a detection signal is transmitted to the part 41. The part 41 sends the stored color capability instruction information to a capability storing part 43 of its own station in response to the received detection signal. A frame generating part 44 generates an RDCLP frame for declaration of the color capability based on the capability set at the part 43. A relaying station uses the color capability instructed by the pointed station as its own capability and communicates with the pointed station and a terminal station.
