PURPOSE: To shorten time from turning on a power source to image pickup and grasp a shutter chance surely by synchronizing driving of an image pickup device to rotational phase of a recording member without making phase controlling of the recording member of slow rising.

CONSTITUTION: A motor 5 is connected to shutter sectors 3 of the optical system of an image pickup device, and the sectors 3 are controlled by a shutter controlling circuit 4 that drives the motor 5. Rotation speed of the motor 5 is detected by an FG head and added to the circuit 4. Rotational phase of the motor 5 is detected by a PG head 7, and pulse is added to a sequence controlling circuit 18 at phase in which the shutter shades the image pickup device from the light. The circuit 4, a driving circuit 9 as an image pickup controlling device, a signal processing circuit 10, a signal processing circuit 11 for recording and a motor driving controlling circuit 12. Time from power source making to image pickup is shortened by synchronizing driving of image pickup device to rotational phase of a recording medium 14.
