PURPOSE:To provide the filter for capturing white blood cells which stably, efficiently and safely capture white blood cells irrelevant of a preservation temp. and number of days from blood and can be sterilized with high-temp. steam and the process for producing this filter. CONSTITUTION:The raw material compsn. consisting of at least one kind of polymer materials and the good solvent thereof and a pore forming material is formed and fixed on the surface of a porous base material selected from a group consisting of a woven fabric, non-woven fabric and knitted fabric consisting of fibers which have <=10mum average diameter and do not denature the blood. This base material is immersed into a bath contg. the good solvent of the above-mentioned polymer material and a nonsolvent and is solidified; thereafter, the pore forming material is eluted away into this good solvent. The three-dimensional network-like open cellular porous body having 1 to 60mum pore size, 0.5 to 10m<2>/g specific surface area, 30 to 95% porosity, 0.08 to 0.30kg/cm<2> bubble point, 0.1 to 9.0mm thickness, and 6 to 90% surface opening rate is formed in this way.
