PURPOSE: To set a roll paper easily and quickly, by providing a link mechanism between the shaft of a form regulating pawl plate which closes the upper part of a cutter part and the shaft of a frame cover.

CONSTITUTION: A link 16 is fixed to a shaft 12 of a form regulating pawl plate 14 engaged with a fixed cutter 6, and a link 17 is fixed to a shaft 11 of a frame cover 1 supporting a roll paper 3, and both links 16 and 17 are connected freely turnably by a link 18. In case of setting of the roll paper, the cover is turned left to turn automatically the pawl plate 14 upward through the link mechanism, and the open state is set. The roll paper 3 is set to supply the paper as prescribed; and when a rotary cutter 7 is turned, the paper is cut just before a cutter part 8 and is positioned, and the cover 1 is turned right to set the close state. Thus, the roll paper is set easily and quickly.
