PURPOSE: To facilitate fixing of a heating panel without damaging the panel, to improve a radiation action, and to provide an excellent snow melting force by a method wherein a hot pipe is arranged on a ground material, a finish material is laid over the upper parts of long protection heating plates on both sides of the hot water pipe and a middle part to form a heating floor and a heating wall.

CONSTITUTION: A compounding agent is dissolved in a given amount of water for kneading to prepare cement mortar. A hot water pipe 2 is arranged, a middle material 4 is locked, gaps 3 formed on both sides of the hot water pipe 2 are filled with a forming material (a), and the middle material 4 and the upper surface are rubbed in a flat manner and cured. A surface material 8, e.g. a carpet material, a vinyl sheet material, is laid over a ground material 1, a finish material 6, and the middle material 4 to form floor heating. In the case of the finish material 6 being eliminated, a decorative plate may be directly used as the finish material 6. Since glass fiber chips and carbon are both extremely excellent in thermal conductivity, the heat efficiency of a long protection heating plate 5 is extremely excellent and therefore, a floor material and a roof plate are heated with high efficiency. Since the long protection heating materials 5 made of reinforced plastic are laid in juxtaposition, floor heating and a snow melt roof having excellent durability are provided.
