CONSTITUTION: An winding roll 01 is conveyed on rails 10 from a reel unit (a) to an unwinder unit (e) of a winder and wound on a winder unit (c). The winding roll which finishes the winding operation at said winder unit always leaves the waste paper (w) on the outer circumference of spool axis 02. Said waste paper w is whereby cut off at the space between said winder and said spool axis. Subsequently, said spool 2 is raised upward to the position (g) keeping it horizontally by the action of a cylinder. Said spool 2 runs by itself and reaches the position (h), and the waste paper on the surface of said spool 02 is unwound and dropped downward by the anticlockwise revolution of said spool 02. Said waste paper (w) enters into a pulper 06 on the ground story via an opening F and finally disposed.
