To provide a toilet bowl device and a toilet seat device, that can prevent scattering of droplets of pollutants contained in excrement while considering convenience of a user.SOLUTION: Closing operation of a toilet cover 20 by a toilet cover driving part 22 is started when the toilet cover is open, and a sequence operation in which washing operation by a toilet bowl washing part 13 is performed after closing the toilet cover, when there is a washing instruction by a washing instruction means, the washing instruction by the washing instruction means comprises the washing instruction by pre-washing for putting a bowl 12 into a predetermined pooled water state, a control part 5 inhibits the sequence operation in an open state of the toilet cover when the washing instruction by the pre-washing is given, and in addition, the control part causes the toilet bowl washing part to perform bowl washing operation regardless of an open/closed state of the toilet cover.SELECTED DRAWING: Figure 1
