To always obtain acidic electrolytic water having strong scale preventive effect and sterilization effect regardless of variation in water quality by using only ions contained in raw water as material, although acidic electrolytic water having strong urolith generation preventive effect and sterilization effect cannot be often obtained satisfactorily due to variation in water quality of raw water even if only the ions contained in raw water are continuously electrolyzed.
Intended ions such as chloride ions are adsorbed and electrolyzed using an adsorption means 12 such as an ion exchange resin, and regeneration of ion exchange resin and desorption of concentrated ions are simultaneously performed. The desorbed chloride ions are electrolyzed by an anode side electrolysis vessel 15, thereby strong acidic electrolytic water having strong sterilization effect and scale preventive effect to a toilet stool can be supplied intermittently.
