To provide a toilet paper holder for safely and easily performing the storage operation and draw-out operation of a toilet paper roll.

The toilet paper roll 2 with toilet paper 3 wound therein is easily and safely stored in a case 4 only by placing the roll on two rollers 6, 7 in either winding direction. A cutter 8 is the movable cutter 8 having a cutting blade 9 for cutting the toilet paper 3 to be drawn out of the case 4 from a draw-out port 4a after guided by adjustment plates 11, 12. The cutting blade 9 is made standby at a place above the position of a lower end suspending from the draw-out port 4a after cutting. Then, when the toilet paper 3 is used, the lower end of the toilet paper 3 is easily and safely grasped, and then, drawn out.
