This tool for making the pompons is characterized by connecting oblong rectangular or similar shape substrates 1, 1 to each other in a state capable of being folded up at an intermediate connection portion 5, symmetrically forming long and narrow grooves 4, 2 in the substrates 1, 1 along the longitudinally central lines in prescribed lengths from the non-connected sides to the connected sides, respectively, forming holes 3 having larger diameters than the widths of the long and narrow grooves, respectively, at the top and central portions of the long and narrow grooves, and swelling the peripheral edge portion-excluding central portions of the mutually facing inner surfaces of both the substrates so that a desired space is formed between the peripheral edges of both the superposed substrates, when the substrates are folded up, and a method for making the pompons by the use of the tool.
