A magnetic circuit 13 that rotates a rotor 12 is structured with a solenoid 14 and magnetic circuit structuring materials 15 that extend toward sides from both ends of the solenoid 14. The rotor 12 is arranged between the magnetic circuit structuring materials 15. This magnetic circuit structuring materials 15 are formed into an L shape by insertions 31 that are inserted into a bobbin 22, and stators 32 that extend toward sides from the insertions 31 and are arranged at the sides of the rotor 12. From one side and the other side of the bobbin 22 are inserted and connected the insertions 31 of the magnetic circuit structuring materials 15 into the bobbin 22 to form a core 33 inside the bobbin 22. The insertions 31 are provided at the positions displaced to one side against the stators 32 to set up an interference avoiding areas 46 at the other side of the insertions 31.
