Abstract:

PROBLEM TO BE SOLVED: To promptly recover a state of a communication network from a congested state by maximizing a number of complete calls.
SOLUTION: A relation between a control rate and a congestion level is regulated by a control scenario table 57. In an overload level OVL2, each of an originating call and an incoming call are affected by the control of e% and f%, however, position registration is not controlled. Specifically, a call processing of the position registration is precedingly performed to the originating call or the incoming call. In addition, in an overload level OVL3, the position registration is affected by the control of j%, however, channel switching is not controlled. Specifically, the call processing of the channel switching is more precedingly performed. Consequently, the number of complete calls is maximized.
