To provide an operation management device, etc. that can execute appropriate control of automated vehicles at the discretion of an operation management center.SOLUTION: An operation management device pertaining to an operation management system for remotely managing a vehicle travelling under the control of an automatic operation device provided in the vehicle includes: an acquisition unit for acquiring plural pieces of travelling environment information related to a driving environment of the vehicle; a determination unit for determining whether or not a predetermined condition regarding the travelling environment information is satisfied while the vehicle is in motion; a generation unit for generating a stop instruction indicating that control by the automatic operation system is to be stopped when the predetermined conditions are satisfied; and a transmission unit for transmitting the stop instruction to the automatic operation device.SELECTED DRAWING: Figure 5
