PROBLEM TO BE SOLVED: To provide a traffic sign irradiation device or the like comprising means for irradiating a traffic sign including a luminous material or/and a fluorescent material with light in such a manner that emission luminances in respective portions of the traffic sign are made equal as further as possible.SOLUTION: A traffic sign irradiation device comprises: a light source for partially irradiating a traffic sign including a luminous material or/and a fluorescent material with light; a light source operation part for moving an entire or partial irradiation position of light from the light source to the traffic sign; and a control part for controlling the movement of the light source operation part in such a manner that the traffic sign is substantially entirely irradiated with light from the light source within a predetermined time. A traffic sign irradiation system including the traffic sign irradiation device and a traffic sign including a luminous material or/and a fluorescent material, a traffic sign irradiation method employing the traffic sign irradiation device, and a program for executing processing relating to traffic sign irradiation using the traffic sign irradiation device, are also disclosed.
