A traffic signal controller 10 acquires a degree of traffic jam calculated on the basis of acceleration of vehicles 22 by a communication device 12. A traffic light control part 11 calculates a degree of average traffic jam sign for each predetermined number of vehicles 22 which are expected to enter a road where a traffic light 2 is installed, and generates a signal control instruction for controlling timing of changing signal light color of the traffic light 2 on the basis of the degree of average traffic jam sign. The traffic light control part 11 instructs the traffic light to elongate the lighting time of lighting display permitting traveling or to shorten the lighting time of lighting display inhibiting traveling when the degree of average traffic jam sign is long, by a signal control instruction.
