A training study support device 300 includes: target value input means 320 which receives target information of a control parameter; an operation list input means 330 which receives an operation list of a plant simulator 100; recommended operation creation means 310 which determines recommended operation contents on the basis of comparison between the control parameter and the target information: and display means 340 which displays the recommended operation contents. The recommended operation creation means 310 includes; operation contents determination means 311 which creates operation contents where operation information including the execution period and operation parameter of each operation is added to the operation list, and inputs the operation contents to the plant simulator 100; and operation result evaluation means 312 which compares transition information of the control parameter with the target information to calculate a degree of evaluation. The operation contents determination means 311 changes the operation information in such a direction as to increase the degree of evaluation, by mathematical planning to determine recommended operation contents.
