To enable stream data encoded at a high bit rate to be distributed through a low-speed line.
When stream data are received, the bit rate of the stream data is judged by a bit rate judging means 1a. When it is found that the bit rate judged by the bit rate judging means 1a exceeds a previously set threshold value, the stream data are re-coded at a certain bit rate by a re-coding means 1b so as to make a data volume per unit time equal to the threshold value or below, and thus low-bit rate data are formed. A packet having the same destination information and transmitting source information as the stream data is formed resting on the low bit rate data re-coded through the re-coding means 1b, and the formed packet is transmitted in streaming through a streaming transmission means 1c.
