To provide a transcoding system and method for solving a problem of synchronization of segmentation meta-data and AV contents that occurs when an MPEG stream is transformed into another form and stored by a transcoder using a segment browser.
A transcoding system is comprised of a timing synchronization section for adjusting a timing parameter so as to hold synchronization with segmentation meta-data even after transcoding; a transcoding condition determination section for determining a transcoding condition to be suited to a use environment of a final user; and an encoder for compressing again a video sequence that is restored on the determined condition, and recording a presentation time stamp in the adjusted timing parameter, while contained in the compressed video sequence. The present invention is capable of efficiently solving a problem of synchronization of segmentation meta-data and AV contents.
