To reduce a communication load in order to share information processing resource management information in broadcast material transfer control from a broadcast material input source information processing resource to an output destination information processing resource.SOLUTION: A transfer control device 30 includes: a management unit 31 which manages the update history of the first management information of an information processing resource 40 (resource) managed by the self-device; a first receiver unit 32 which receives, from another transfer control device 30 (other device), first acquisition status information relating to the first management information; a first transmitter unit 33 which, based on the update history and the first acquisition status information, transmits to the other device information not acquired yet by the other device among the present first management information; a second transmitter unit 34 which transmits to the other device second acquisition status information relating to the second management information of the resource managed by the other device; a second receiver unit 35 which receives, from the other device, information not yet acquired among the present second management information; and a control unit 36 which, based on the present first and second management information, controls the transfer of the broadcast material.SELECTED DRAWING: Figure 5
