A serial/parallel converter 12 converts the data of high bit rate to plural pieces of data of low bit rate. A signal allocator 16 respectively allocates the carrier of high reception power value selected out of plural carriers to the respective plural pieces of data of low bit rate. A multicarrier modulator 18 modulates the respective allocated carriers with the respective plural pieces of data of low bit rate and simultaneously transmits them together with the carriers, which are not modulated and selected with the respective plural pieces of data of low bit rate, as multicarrier signals. A multicarrier demodulator 22 receives the multicarrier signals and demodulates the plural pieces of data of low bit rate and a parallel/serial converter 28 converts the plural pieces of demodulated data of low bit rate into the data of high bit rate. A reception power measuring instrument 24 measures the reception power value of respective carriers contained in the multicarrier signal and a selected data transmitter 30 outputs carrier information showing the carrier selected based on the reception power value of the carrier measured by the reception power measuring instrument 24.
