PURPOSE: To provide the titled composition having extremely excellent transparency and capable of releasing the perfume slowly, by using a specific cold-curing blocked isocyanate compound, a perfumery, water and a solvent as the components.

CONSTITUTION: The objective composition contains (A) a blocked isocyanate compound curable with water at normal temperature and obtained by reacting (i) a urethane prepolymer having ≥2 free NCO groups and obtained by the reaction of a polyisocyanate and a hydrophilic polyol prepolymer with (ii) an isocyanate- blocking agent consisting of the heterocyclic compound having the skeleton of formula in the molecule, selecting the equivalent ratio of the NH group of the component (ii) to the NCO of the component (i) to 0.2W2, (B) a perfumery, (C) water, and (D) a solvent selected from ether (ester) compounds free from active hydrogen and compatible with the components B and C.
